I was wondering if Comcast Cable might be better as it does not have the warrantless wiretaps Verizon uses.

At least as far as I can tell from Googling sites, Comcast will wiretap too. Site below says they charge 1k per tap/month. Have no idea if other companies charge - or even if info is true.
Think we can all assume that if the government wants you tapped, you're going to be tapped.
In terms of 'Net privacy, probably more important to think about more general collection and sorting of information -- if you visit political sites, what you read, what you buy, who you email. That kind of information collected at a mass level and then searched for specifics might come through your isp, or search engines, etc.
Privacy doesn't exist anymore in terms of information collection. Still worth writing your Congresspeople or joining organization for legal protections. Meanwhile, fastest, easiest, most cost-effective service is probably just plain practical.
