What about Smalltalk itself? It is usually defined as a Programming language AND environment. The Smalltalk compiler and IDE are written in Smalltalk (since the 80s or so). The "Java Browsing Perspective" in Eclipse gives you a feeling of an Smalltalk IDE. Even "Find References" and stuff like that has been in Smalltalk systems for decades.

Read Eric Claybergs ppt on this... Eclipse is created by former VisualAge developers in IBM as the controlling dev team.
